WE No. 18 flat resistors
have
one
resistance section.
Only one ohms value is possible with WE No. 18 style flat resistors.
WE No. 19 flat resistors
have
two
resistance sections.
Four resistance values are possible with each WE No. 19 style flat resistor:
Use section 1 (only) of the resistor
Use section 2 (only) of the resistor
Series connection of the two resistances. Do not use middle (center-tap) connector.
Parallel connection of the two resistances. Strap the two outer terminals together. Then, connect to one outer terminal, and connect to center terminal, for your resistance.
Western Electric
routinely
used these No. 19 style flat resistors in parallel or series connections.
As stated by Bell Laboratories
in the our eBay BIN auction photos for Western Electric No.18 and No.19 flat resistors:
"The power rating at 150°F ambient temperature is 5.1 watts for the two resistor sections in combination or
5 watts for
either section
provided that the other section is used at  not more than 1/10 watt.
The corresponding rating for trouble conditions is 12 watts."
